The conservation project of the dislocation, reconstruction and rehabilitation of the Monument to the fallen fighters of the NOR to the workers of the Tobacco Monopoly in Podgorica and expert conservation supervision over the execution of the works. According to the conservation project of rehabilitation and relocation (dislocation) of the Monument, work is planned on the rehabilitation, conservation and reconstruction of all its elements, maximum preservation of the original concrete elements and their transfer without damage and reconstruction of the complete Monument in a new location, within the complex of the New Tobacco Plant.

The monument dedicated to the fallen fighters of NOR, members of the Tobacco Monopoly industry in pre-war Podgorica is located in the grounds of the former Tobacco Factory. According to the information of the JU Museums and Galleries, the monument was erected in 1969, with funds provided by the Titograd Tobacco Factory, while the documentation of the former Republic Institute for the Protection of Monuments indicates that the monument was erected in 1967. The author of the memorial complex “Monument to the fallen fighters of the NOR to the workers of the Tobacco Monopoly in Podgorica” is the Montenegrin architect Svetlana Kana Radević. The monument was built as a memorial complex in the grounds of the Tobacco Factory in what was then Titograd, as a sign of gratitude and memory of the fallen workers of the Tobacco Monopoly from Podgorica , who died fighting in the revolutionary people’s struggle against fascism in the Second World War.
